http://rds.{region}.amazonaws.com/#Action=RemoveFromGlobalClusterDetaches a Neptune DB cluster from a Neptune global database. A secondary cluster becomes a normal standalone cluster with read-write capability instead of being read-only, and no longer receives data from a the primary cluster.
