Promotes an <code>AppInstanceUser</code> to an <code>AppInstanceAdmin</code>. The promoted user can perform the following actions. <ul> <li> <code>ChannelModerator</code> actions across all channels in the <code>AppInstance</code>. </li> <li> <code>DeleteChannelMessage</code> actions. </li> </ul> Only an <code>AppInstanceUser</code> can be promoted to an <code>AppInstanceAdmin</code> role.
